The CzechELib National Centre
The CzechELib National Centre ensures the purchase of key electronic resources for the entire research and education community in the Czech Republic, takes care of their management, including usage statistics, and supports open access publishing. The National Centre is part of the National Library of Technology and its establishment was supported by the European Operational Programme Research, Development, Education.
The Centre mainly provides the following activities for its members:
- selection of electronic information resources (EIR) for central support,
- implementation of tenders for suppliers of EIR,
- negotiation of licence agreements and the actual purchase of EIRs,
- support to member institutions with accessing and using the acquired EIRs,
- support to member institutions with bibliometric analyses,
- management of statistics on the use of resources,
- support to member institutions with the use of the publication part of the agreementss (open access agenda).
The National Centre CzechELib is part of the project of the National Centre for Information Support for Research, Development and Innovation, which is implemented with the support of the Ministry of Education, Youth and Sports.

History of the CzechELib project
The mission of the CzechELib project was to create better conditions for member institutions to access electronic information resources (EIRs), to increase the performance of research, development and education, and at the same time to join the ranks of other developed countries that successfully operate similar national licensing centres.
The aim of the project was to create and operate the CzechELib National Centre, which will effectively ensure the central purchase of key electronic resources for the research and education sector in the Czech Republic, manage these resources and statistically evaluate their actual use by the target group. Thanks to the centralisation of know-how, negotiation, purchasing and management of resources, the administrative burden for member institutions will gradually be significantly reduced and a stronger bargaining position will be created toward the suppliers of EIRs.
The project was launched on 1 January 2017, with the end of the physical implementation of the project on 31 December 2022. The National Library of Technology (NTK) became the project implementer, and the CzechELib Centre became one of its departments in 2023.
